The law from 1904 was the first law which especially referred to the way of the organization of the rural communes. The law included the experience of the previous administrative legislation, but it also included new stipulations, which were remarkable by their innovator, predictive and universal character, staying available, fundamentally speaking, even today. A remarkable fact is the desire of the rural world for emancipation, for institutional alignment to the city standards and if possible, to the European ones. The spirit of the law elaboration shows consideration for the rural inhabitant and for his problems. The law brought a contribution to the Romanian society emancipation.
