 Abstract
The change is a permanent reality of a society, both at macro social and at individual scale. The generating elements of change have been associated in time with the social changes that occur in a society. Thus, we find along with the social change, processes like globalization, economical evolution, modernization, democracy, political and economical transition, culture and civilization, citizenship, institutional development, social action, and social responsibility.
The citizens' possibility of setting up a juridical entity for collective actions in a domain of interest represents one of the most important aspects of the right of the free association, an aspect that gives sense and structure to this right.
Non-governmental societies are institutionalized structures, of private nature, that can activate either as informal groups or as legal entities, independent from any public authority. Their goal is neither the political power nor the profit.


 Rezumat
Schimbarea este o realitate permanentă a societăţii, atât la nivel macrosocial, cât şi la nivel individual. Elemente generatoare de schimbare au fost asociate de-a lungul timpului cu schimbarea socială. Găsim astfel menţionate, alături de schimbarea socială, procese precum globalizarea, evoluţia economică, modernizarea, democratizarea, tranziţia politică şi economică, cultura şi civilizaţia, cetăţenia, dezvoltarea instituţională, ordinea socială, acţiunea socială sau responsabilitatea socială.
Posibilitatea cetăţenilor de a constitui o persoană juridică, pentru a acţiona colectiv într-un domeniu de care sunt interesaţi, constituie unul dintre cele mai importante aspecte ale dreptului la libera asociere, fără de care acest drept s-ar vădi lipsit de orice sens.
Societăţile non-guvernamentale sunt structuri instituţionalizate, de natură privată, care pot activa fie în grupări neformale fie ca şi persoane juridice, independente de orice autoritate publică. Scopul lor nu este nici de a dobândi putere politică, nici de a obţine profit.
